The datas of the last Demographic Census carried out by the SICORDE - Sistema Nacional de Informações sobre Deficiência - indicate that about 24.5 million people, 14.5% of the Brazilian population, have at least one type of disability.

This research is also clear that in the north-east of the country, the most poor and disadvantaged area, lives 32.5% of Brazilian disabled persons, corresponding to 16.7% of the Northeastern population.

People with disabilities who reside in this area still live in bad conditions, due to the lack of adequate social and rehabilitation services and a cultural lag that tends to isolate them from the rest of the population.
